From 2008 to 2013, he worked as the Chief Consultant of the Department of Constitutional and Administrative Legislation of the Ministry of Justice of Ukraine.

During 2013-2019, he held the position of Chief Consultant of the Secretariat of the Committee of the Verkhovna Rada of Ukraine on State Construction, Regional Policy, Local Self-Government and Urban Planning.

For three years, he was an expert on institutional development of the Office of Parliamentary Reform of the UNDP Project on Parliamentary Reform.

He has a master’s degree in law.

He is an expert on issues of local self-government, organization and activity of state authorities, strategic planning. He has experience in the analysis of legislation in the field of constitutional and administrative law, development of normative legal acts in this field.

Participated in administrative reform (reform of the executive branch of government), local self-government reform (decentralization reform). He carried out an institutional analysis of the VRU apparatus and strategic planning of its activities.

He is the co-author of the methodology for assessing the needs for the restoration of the territorial community.
