The role of Rosatom in promoting the Russian agenda in the world
A socially important project implemented by CENSS’ own resources.

Despite the economic sanctions, Russia continues to have a significant impact on the world through various instruments, one of which is the Rosatom Corporation. The Center for Security Studies “CENSS” has investigated this issue.
The main conclusions of this study are as follows:
- Rosatom is under the full control of the Russian government, which makes it its instrument. This is evidenced by both the management structure of this corporation and its activities;
- The corporation is an operator of Russian influence in almost all regions of the world. It allows the Kremlin to use international cooperation in the field of nuclear energy to influence the governments and populations of countries where it has nuclear facilities or to which it sells fuel, maintains reactors, removes nuclear waste, modernizes or builds new nuclear power plants;
- Rosatom’s foreign activities enable Russia to generate significant revenues for the federal budget;
- By providing loans to countries for the construction and modernization of nuclear power plants (at low interest rates for a long time), Russia not only ensures a stable income, but also has an impact on the country at least during the repayment period. In addition, loan agreements are usually backed by fuel supply contracts for the “entire life cycle of a nuclear power plant,” which is at least 60 years;
- Rosatom’s activities are not transparent. It involves an extensive system of companies, some of which operate in countries with weak national anti-money laundering systems. This makes it possible to generate criminal proceeds, in particular from corruption and tax evasion;
- The presence of Rosatom and its related entities in different countries of the world makes it possible for them to be used by Russian intelligence agencies to collect scientific and technical intelligence information in the field of nuclear energy and beyond.
The results of the study were presented on July 18, 2023, during the presentation of the analytical report at the press center of the Ukrainian Crisis Media Center (uacrisis.org).
