The Russian Federation continues to implement a long-term strategy to maintain control over illegally annexed and disputed territories, or such territories that may become subject to dispute (hereinafter referred to as “disputed territories”). Seeking to prevent any legal instruments that could be used to return these territories to the control of the States to which they belong or formerly belonged, the Russian Federation has followed ancient imperial approaches.
