Inclusive Recovery and Reconstruction in Ukraine

The project is implementing in partnership with Folke Bernadotte Academy (FBA) with the financial support from Sweden.

Inclusiveness is a necessary condition for building sustainable and long-standing peace. Inclusive recovery and reconstruction is about ensuring inclusive, gender-equitable and transparent processes in the planning, implementation and monitoring of recovery efforts, taking into account the perspectives and needs of different groups and regions. This vision for Ukraine’s recovery and reconstruction was the basis for the Inclusive Recovery and Reconstruction in Ukraine project.

The work under this project consisted of several stages:
1. CENSS co-organized the conference “Inclusive Recovery and Reconstruction”, which took place on April 10-11, 2024 in Kyiv. The purpose of the conference was to create concrete ideas, recommendations and next steps for inclusive recovery and reconstruction in Ukraine. The topics discussed at the conference included inclusive governance and digitalization, judicial systems in times of war, gender sensitivity, veterans’ integration, social cohesion as a basis for inclusive recovery, human-centered transitional justice, and multi-level stakeholder coordination. Executive Director Viktoriia Voronina presented an overview of the coordination of recovery in Ukraine at all levels. The conference proposed approaches and solutions for building sustainable and multi-level coordination of recovery and reconstruction based on the principles of “inclusive enough” and ” build back better”.

2. Conference “Inclusive Recovery and Reconstruction in Ukraine”, held on June 10, 2024 in Berlin as a side event of the annual Ukrainian Recovery Conference. CENSS was a co-organizer of this conference. The importance of human capital and social recovery were discussed during the event. Also, the Executive Director of CENSS spoke about the current coordination of international assistance to Ukraine.

3. Meetings with representatives of the European Parliament and the European Commission in Brussels. They discussed the EU’s €50 billion Financial Assistance Program for Ukraine for 2024-2027, which will be used to finance the state budget, stimulate investment, and provide technical support for the program’s implementation.

At meetings with various Directorates, Viktoriia Voronina spoke about:

  • the need to ensure sustainability of coordination and continuity in the process of Ukraine’s recovery;
  • best practices of project implementation in Ukraine;
  • mechanisms for transparent use and equal access to resources;
  • the importance of building the capacity of authorities at both national and local levels;
  • the expediency of studying the successful experience of communities that have already demonstrated effectiveness in the recovery process or had such experience in 2014-2021;
  • the need to create conditions for business development in this difficult period for Ukraine.
